The idea and practice that the loser in wars should be severely punished so as to prevent a future recurrence has been in existence since ancient times. After all, it is only a logical extension, to conflicts between nations, of the â€Å"eye for an eye† doctrine of vengeance. When the Greeks avenged Paris stealing of Helen, they burned Troy to the ground. When the Romans defeated Carthage in the Punic Wars, they went one step further – obliterating the city and spreading salt over the site of the city. In Utopia, Sir Thomas More writes that the Utopians’ one aim in wartime is to â€Å"punish the offenders so severely that nobody will ever dare to do such a thing again† (111). However, nothing could have prepared the world for the devastation†¦show more content†¦To find the motives behind the imposition of such a harsh peace as well as to justify its infeasibility, Keynes looks back to the 1870s. Whereas Europe was largely composed of self-subsis ting nations before then, the years after 1870 and leading up to the war were marked bythe simultaneous growth of overseas colonies and the labor supply, allowing agriculture and industry to grow at an â€Å"unstable† pace (9) and leading to increasing returns to scale with respect to food. The abundance of food spawned population growth and further development of industry, and lifted European economies into an unprecedented period of boom. In fact, Keynes admits that â€Å"In this economic Eldorado, in this economic Utopia, as the earlier economists would have deemed it, most of us were brought up† (10). With this unstable growth, Keynes points out four weaknesses. First, the population was expanding at a sizzling pace. To import food from America and the colonies, the European economies allocated more and more labor into industry to manufacture exports. The food then led to further population growth, need for even more food imports, need for more people devoted to industry, and so forth, in a vicious downward spiral. As Keynes aptly describes, economies like Germany’s â€Å"was like a top which to maintain its equilibrium must spin ever faster and faster† (13). Boats on the horizon seemed like pointless dots on a piece of paper; forgotten but will always purpose. I saw a lilo bobbing in the in the uncharted waves. A body was placed so lightly upon the plastic float with skin so tender the light kissed it. Children playing so innocently by the shore, sand castles scattered about all with a different story to tell. The children were white with sun block as they paddled in the tide. I carried on stumbling over the boiling sand. I noticed some surfers taming the waves, that tossed them carelessly aside. I started to walk closer to the sea, I felt the salty cooling breeze upon my face so pure. I took off my shoes and sat by the shore as I once did when I was a child, now I was no longer alone. The seagulls ‘cooed’ gently, then I heard the complete opposite to the seagulls soft voices I heard people, yelling and laughing I turned and saw a busy promenade. The peer was in the distance, the old fun-fair temping me over though now the heat was overpowering me. I carelessly dragged my feet up the cobbled steps to the promenade. Shops piled upon shops, people piled upon people. Shops filled with food as I pushed closer I began to smell all too familiar smells, that all my life had reminded me of this wonderful place, the seaside. Fish and chip bars placed in every other window it was as if I was walking down I hall of mirrors. After looking around for a while I began to feel very hot and tired so I returned back to the beach, boiling and sticky I slipped onto the sand. Also, in a survey given in 2001, the American citizens were questioned what the cause of living in poverty was. The Results were as followed: About half the Americans said the poor are not doing enough to help themselves out of poverty, and the other half said that circumstances beyond their control caused them to be poor. Low-income Americans which is, those who were making less than twice the federal poverty level, or about $34,000 per year for a family of four were only slightly more likely than other Americans to feel it is due to circumstances. But when asked about specific causes of poverty, low-income Americans were significantly more likely than other Americans to name drug abuse, medical bills, too few jobs or too many being part-time or low-wage jobs, too many single-parent families, and too many immigrants. When asked what is the No. 1 cause of poverty, low-income Americans were much more likely to name drug abuse, and the poorest Americans , those who were living below the federal poverty level , were nearly twice as likely as middle- and upper-income Americans to rank drug abuse extremely high. The non-poor were more likely to say that the No. 1 cause of poverty is poor- quality public schools, but, both groups are equally likely to name schools as a major cause. Although, many of these families are living in poverty, The Government has created an immense amount of welfare programs which are targeted towards many of the problems low income families are faced with for example: < WIC is a program which helps single and low income families buy the necessities for a young child such as diapers, milk and an assortment of other supplies that is needed to raise a young child. < Medical is for those who can't afford to get medical insurance for themselves or their families, < Head Start is there for those families who are unable to send their children to pre-school but would like to start their children off on the right foot. The Government has also established many tax credits which help families of all incomes such as: < The Child Tax Credit was created to give each family that applies for the tax return up to $1000 per dependant child under the age of 17. < Earned Tax Credit-is a special tax benefit for low to moderate-income workers. It reduces their tax burden, supplements wages, and makes work more attractive than public benefits. The credit can mean up to $2,604 for workers raising one child in their home, or up to $4,300 for workers raising more than one child. Although children must meet residency requirements, a child does not have to be claimed as a dependent to qualify a worker for the Earned Income Credit. Even workers without children can qualify for up to $390. < Child and dependent care credits - is a tax benefit that helps families pay for childcare that they need to work or look for work. It also helps workers pay for the care of a spouse or adult dependent who is incapable of self-care. These programs are just a few of the many that are out there for those who are in need. The programs that I have just mentioned have helped and are still helping many of the United States families that are living in poverty. Without these programs the poverty level would be much worse than it currently is.
